Inscription. Thomas E. Brooks was born in St. Louis and graduated from Sumner High School. He played baseball in the old Negro Leagues. He joined the St. Louis Police Department in 1935. He was responsible for organizing sports programs for young people. He later became one of the first to reach the rank of Major in the department.
