Inscription. Maxine Waters was born in St. Louis, graduated from Vashon High, moved to Los Angeles and received a B.A. degree from California State University. She was elected to U.S. Congress in 1988. Her reputation as an outspoken advocate for minorities led to the opening of the Maxine Waters Employment Preparation Center.
