"Archibald Cary, Speaker of the Senate, and the Richmond Lodge of Free Masons No. 13, Alexander Montgomery, Master, assisted by other officers and brethren laid the foundation of this fabrick on the 18th day of Augt. 1785, in the 10th year of American Independence"
