1. Clarence Harmon Marker
Inscription. Clarence Harmon was born in St. Louis and graduated from Webster and Northern State Universities. He served as a U.S. Army paratrooper, then served on the St. Louis Police Department for 26 years and in 1991 became its 1st Black police chief. He was the 2nd Black elected mayor in St. Louis.
