Inscription. Theodore D. McNeal was born in Helena, AR and received honorary degrees from St. Louis and Lincoln Universities. He was the 1st Black elected to the Missouri State Senate, Curator of the University of Missouri, and 1st Black to serve as President on the St. Louis Board of Police Commissioners.
