1. Location of the memorial
The memorial stands on the courthouse grounds in Fairfax. The City of Fairfax serves as the seat of Fairfax County even though the two are legally distinct entities in Virginia. The courthouse grounds are on a legal exclave of Fairfax County that is completely surrounded by the City of Fairfax.
