Inscription. Norman R. Seay was born in St. Louis and is a graduate of Vashon High School and Stowe Teachers College. He obtained his masters at Lincoln University. Seay is a prominent civil rights activist and member of Congress of Racial Equality (CORE) which was instrumental in forcing places of public accommodations to serve and employ African Americans in St. Louis.
