Inscription. Benjamin L. Goins was born in Grenada, Mississippi and is a graduate of Vashon High School. Goins was the first African American in St. Louis to hold a city-wide office as the city License Collector. He continued his public service commitment by later becoming the first elected Sheriff for the city of St. Louis.
