Dedicated this 17th day of May, 1987

Few would argue that Commander Joe was the one responsible for this structure. What Joe did, and no one else would do, was take the action necessary to allow a much talked about dream of the members move on to an actual reality. How did he do this? He did it by demolishing the old pit cover. Joe knew his comrades well. He knew that tearing down the old, they would be moved to building the new. For that, we who remain, thank him.
