Inscription. Ruth A. Smith was born in Mount Kisco, N.Y. and was educated in Westchester County, N.Y. She furthered her education by earning a B.S. in Management at Maryville University in St. Louis. Smith is the first female African American to serve as President and Executive Director for the Human Development Corporation in St. Louis.
