archives for when or why the "biscuit" fountain was made.

The fountain, which was moved from the recreational beach to Pedro Albizu Campos Square, may be related to the following events: on November 25, 1939, when Mayor Jesús M. Loyola Castellar passed Ordinance #48 allowing for a creating a fund that included the construction of recreational plaza. Afterward, on February 14, 1941, Mayor Epifanio Rivera Cotti passed Ordinance #1, which mentioned the beginning of construction on the recreational plaza under the auspices of Mr. Epifanio Rivera. We were told that it was under his administration that the plaza was built. We have also heard that it may be donated from the Municipio of Ponce, since the lions in the monument could be symbolic of Ponce.
