Carter is credited with blacks being allowed to enter the Medical College of Georgia for refresher courses (1941-53); leading boy scouts; chairing the 9th Street YMCA Board and its regional and national council; working with the UNCF, the Cancer Fund, and Frontiers International; serving as a 68-year member of Omega Psi Phi Fraternity, a charter member of Alpha Mu Boulé of Sigma Pi Phi, and the trustee board chair for 38 years at Thankful Baptist Church.
