Goggins was born and raised in Hartford, where she would form the Black Magic Double Dutch Team with Lisa Butler, Shantell Smith, and Connie Williams.
Black Magic beat out all teams in a regional final at the Hartford Civic Center (now the XL Center), and would go on to win the world finals in New York, beating over 40,000 other competitors.
A counter showed that Goggins' left foot had touched the floor 369 times in two minutes, which earned her the title of the world's fastest jumper in the Guinness Book of Records.
Goggins graduated from Weaver High School and would go on to become a licensed practical nurse
