The area comprising this park was, for more than 40 years, used as a playground by the children of this neighborhood. It was presented to the City of St. Paul in 1923 by Emilie B. Cochran in memory of her husband, Thomas Cochran, who came to St. Paul in 1867 and died here in 1906.
