English translation
To the illustrious Pedro María Ric y Monserrat, Baron de Valdeolivos, Regent of the Royal Audience of Aragon, President of the “Junta Suprema”.

In February 1809 he supported the city in its most fateful moments.

This memorial is dedicated to his memory on the 100th anniversary of the Sieges of Zaragoza
