Tagapagtatag ng kilusang paggawa sa Pilipinas. Ipinanganak sa vigan, Ilocos Sur, 6 Hulyo 1864. Dinakip sa hinalang pagiging sangkot sa himagsikang Pilipino 1896. Ipinatapon sa espanya, Enero 1897. Nagtatag ng union obrera democratica de filipinas unang kilusang sa paggawa sa pilipinas, 2 pebrero 1902. Ipinahayag ang pagtatag ng iglesia Filipina independiente, 3 agosto 1902. Konsehal ng Maynila, 1912-1919, senador, 1922 1929. Obispong pandangal ng iglesia Filipina Independiente, 1929-1938. Nagtatag ng mga pahayagang El Ilocano (unang pahayagang pangrehiyon sa Pilipinas), El Defensor de Filipinas, Filipinas Ante Europa at La Rendicion del Obrero. May. Akda ng mga kasulatang tungkol sa kasaysayan at sining ng pilipinas tulad ng Historia de Ilocos. El Folklore Filipinas, Historia de Filipinas, La Religion de Katipunan at Independencia y Revolucion, at mga kasulatang pangrelihiyon tulad ng Biblia Filipina, Divino Oficio at genesis Cientifico y Moderno.
