Der Universalgelehrte richtete im Jahre 1780 ein weltweites Netz von Mess-Stationen ein, die täglich um 7.00, 14.00 und 21.00 Uhr mit den gleichen Instrumenten Wetterdaten aufzeichneten. Mit der Sammlung und Auswertung der nach Mannheim übermittelten Daten begründete Hemmer die moderne Meteorologie. Noch heute heißen die von ihm festgelegten Beobachtungszeiten die "Mannheimer Stunden".

English Translation:
In 1780, the polymath set up a worldwide network of measuring stations that recorded weather data using the same instruments every day at 7 a.m., 2 p.m. and 9 p.m. By collecting and evaluating the data transmitted to Mannheim, Hemmer founded modern meteorology. The observation times he set are still called the “Mannheim Hours” today.

The first systematic description of the phenomena of the air envelope was described by Aristotle in his book "Metereologica", which was still considered the standard textbook until the end of the 17th century. In the Middle Ages, weather observations were noted in house calendars and weather rules or farmers' calendars were developed from them, such as the "100-year calendar". But this had nothing to do with a weather forecast.
