Born in Sussex County, Virginia, Jordan moved to Norfolk in 1900e in search of work. After several years working for Richmond Cedar Works, he and his brother Wallace developed their own lumber company in 1906, the Jordan Bros. Lumber Co. of South Norfolk. The brothers had timber rights in the Great Dismal Swamp in Norfolk County and a sawmill in South Norfolk, so the link between Portsmouth and South Norfolk was crucial to them. Together, they envisioned and pioneered the construction of a bridge. Jordan formed the South Norfolk Bridge Commission and served as its executive vice president and head manager. The brothers sold their shares in 1929 after the bridge opened, but Jordan returned as a shareholder in 1931 when the Great Depression took its toll on operations. Jordan married his wife, Louise Baker Jordan, in 1930 and had four children with her. Wallace, his brother and business partner, passed away that same year - just two years after the bridge's opening. Jordan remained integral to the bridge's operations until he passed away in 1957 at age 77.
