Al in 1940 kreeg architect Blaauw de opdracht om het kantoor voor de Raad van Arbeid te ontwerpen. Na de Tweede Wereldoorlog begon hij aan de realisatie van het gebouw, dat met name door het strakke vensterritme in de gevels een streng en monumentaal aanzien kreeg. Dit was het eerste van drie grote kantoren die op de kop van de Wibautstraat verrezen.

As early as 1940, architect Blaauw was charged with designing the office building for the Raad van Arbeid (Labour Council). After the Second World War he started work on the building, which was given a bold and monumental appearance due in particular to the tight window spacing in the faηades. This was the first of three large office buildings to be put up at the top end of Wibautstraat.
