Inscription. President Roosevelt and his security detail may have been momentarily flustered when they arrived at Fort Raleigh on August 18, 1937, to find 15,000 people at the cramped 16th century site. Still Roosevelt spoke animatedly about 'dreams as old as Roanoke' and endorsed a birth certificate far Virginia Dare on her 350th birthday. He had a momentous announcement about a bill he had signed into law the night before, but he let Rep. Lindsay Warren unveil the new project—Cape Hatteras National Seashore. The seashore, finally established in 1953, kept 70 running miles of the Outer Banks in a semi-natural state and reshaped American conservation.
