Timothy was born in the state capitol of Michigan. He joined the Navy 28 Feb 1969. After boot camp he was received for duty on board USS FRANK E. EVANS (DD 754) on 15 May 1969 in Subic Bay. He was assigned to 1st Division, the deck force where he was becoming familiar with his duties. On his 17th day aboard ship, SA Miller was asleep below decks in the forward section; when the collision occurred.

Harris grew up in Detroit, Michigan. He joined the Navy 13 Aug 1968, and went immediately to boot camp. On 21 Nov 1968, he was received for duty on board USS FRANK E. EVANS (DD 754). He was assigned to 1" Division where he was striking for Boatswain Mate. His nickname was Motown Brown Harris and Jerome 'Bleed' Pickett, shipmate and one of the Lost 74 from Chicago, would argue with each other about which town, Chicago or Detroit had the best music. Harris was aboard ship for seven months and was awarded the National Defense Medal. SA Brown was asleep in the 1st Division berthing compartment when the collision occurred.

Douglas grew up in Detroit, Michigan and attended Redford Union High School. He was proud to be a Panther. After graduation He enlisted in the Navy 12 Apr 1968. After completing boot camp he reported for duty on board USS FRANK E. EVANS (DD 754) 5 Nov 1968. He was assigned to the deck force as a Boatswain Mate Striker. SA Meister was asleep in 1st Division when the collision occurred.
