It's missing the gates on both ends that lock to create a watertight chamber.
① Canal boat pulled in the lock.
② Operators closed the gates.
③ Water from the canal raised or lowered the boat, like a water elevator.
④ Gates opened and the boat continued on its journey.

Locking Up, Locking Down
Fifty-six locks helped boats climb 491 feet over the steep Whitewater Valley - from the Ohio River all the way to Hagerstown, Indiana. On the return trip, boats used the locks to go back down the valley.
