Inscription. Due to Utah's high unemployment rate during the Depression (63% in 1933), federal recovery programs were extensive in the state. Virtually every public building constructed in Carbon County during the 30's was built by one of these agencies. Buildings built in Helper include the Civic Auditorium, Post Office, and the Junior High. In addition to buildings, the federal agencies also did extensive conservation work. The Price River channel behind this monument, was straightened, moved to the west and the cribbing and rock work you see were installed as one such project.
