Inscription. Delaware State Senate President Pro Tempore David B. McBride served as chair of the Senate Natural Resources Committee for 25 years. Before, during and after his time as chair, the senator, a life-long Delawarean, has been a steadfast and unwavering friend to Delaware's environment and to our state park system. He has been especially supportive of Cape Henlopen State Park, a favorite place of retreat and rejuvenation for the senator and his family for decades. Among many other legislative achievements, he was the prime sponsor of Delaware's innovative "Adopt-a-Beach" Program in which volunteers work together with state park personnel to keep our beaches clean.
