Civilian Conservation Corps Pavillion
In 1935, the federal government issued its first set of guidelines for recreational development. Emphasis was placed on the use of local materials and conservation of the natural through the use of stone and timber. For instance, blighted chestnut trees on the reservation were cut and the wood used for railings for the trails.
Very specific rules were provided for the construction including the "proper scale for masonry projects and encouragement to leave logs "pleasingly knotted, so that park structures exhibited a "rugged, handcrafted character" that blended into their surrounding landscape. Picnic shelters and recreational buildings were built as open, rather than enclosed, structures. Shelters were sited for their vistas in hopes of increasing visitation to the park.
The plan of the CCC picnic pavilion at Muscle Shoals is based on the National Park Service's standard "kitchen shelter" a partial-enclosure on the sides to protect users from wind and weather so that it can be used year-round. These shelters provide cooking facilities, either ovens or fireplaces, and an area for picnic-type seating. The pavilion's location along a steep bluff overlooking the Tennessee River indicates that the natural setting played a major role in site selection. The use of sandstone reflects the incorporation of regional building materials.
The CCC pavilion is an open picnic area that is supported by paired, unfinished logs at the north and south facades. Features include an asphalt shingled gable roof, sandstone walls, and a concrete slab and stone foundation. Situated at the east and west ends of the pavilion are restrooms and the original stone fireplaces. Three modern concrete picnic tables are situated within the open shelter.
