Compreso all'interno dell'area pubblica delimitata dai cippi di Caninio, questo settore della città rivesti fin dall'età repubblicana un notevole significato: qui sorse infatti, già nel I secolo a.C., l'importante santuario dei Quattro Tempietti. Nell'area immediatamente adiacente fu costruito in epoca augustea un vasto complesso che comprendeva il teatro, ricostruito e ampliato nel corso dell'età imperiale, e un piazzale retrostante aperto verso il Tevere. Successivamente quest'ultimo fu monumentalizzato con la costruzione di un ampio portico, che divenne la sede di rappresentanza di imprenditori e armatori, mentre al centro venne eretto un tempio circondato da aree a giardino.
