Naging kawani at kalihim sa pangasiwaan ng tanggapan ng Gobernador-Heneral ng Pilipinas, 1855-1865. Hinirang na konsehal at alkalde ng Ayuntamiento ng Maynila at kagawad ng iba't-ibang mga tanggapan ng pamahalaan. Naging kasapi ng mga samahang sibiko at ng komisyong nagpanukala ng mga reporma sa pamamalakad ng pamahalaan sa Pilipinas, 1869-1871. Itinalagang patnugot ng mga pahayagang Gaceta Oficial, 1860-1865, Diario de Manila, 1860-1877, Revista de Filipinas, 1875-1877, at La Oceania Española, 1877-1891. Sumulat at naglathala ng mga aklat, artikulo, sanaysay, at nobela na naglarawan sa kalagayang panlipunan at kultura ng Pilipinas noong ika-19 dantaon. Nagpasulong ng pag-aaral ng kaalamang-bayan. Nagsilbing tagapatnubay kina Isabelo delos Reyes, Mariano Ponce at iba pang bantog na Pilipinong peryodista. Arrived in the Philippines, 1855. Served as employee and secretary in the office of the Governor-General of the Philippines, 1855–1865. Appointed as councilor and mayor of the Ayuntamiento of Manila and member of various government offices. Became a member of civic organizations and the commission that proposed reforms in the administration of the government in the Philippines, 1869–1871. Appointed as editor of the publications Gaceta Oficial, 1860–1865, Diario de Manila, 1860–1877, Revista de Filipinas, 1875–1877, and La Oceania Española, 1877–1891. Wrote and published books, articles, essays, and novels that depicted the social conditions and culture of the Philippines during the 19th century. Promoted the study of folklore. Served as a mentor to Isabelo delos Reyes, Mariano Ponce, and other noted Filipino journalists. Died, 23 November 1891.
