Former mayor of the city of Cleveland, serving four terms from 1916-1920 and 1934 - 1935.
Governor of the state of Ohio from 1921 - 1922, where he streamlined the Ohio State government dramatically by cutting thirty-seven agencies, boards, commissions and offices.
Formed the Harry L. Davis Insurance Company in 1922.
