Graduate of West Point Military Academy 1870. As a 1st Lt., he surveyed the Columbia River from Fort Spokane to the mouth of the Snake River, in 1881. As a Capt. and Co-chief engineer of the Portland District, in 1890, he directed the Survey of the Columbia River from Canada to the mouth of the Okanogan River.
