Richard W. McGinnis began the momentum to establish the Lorain County Metropolitan Park District in 1956. He was of inestimable value to the Park District in its formative years when it was necessary to make important decisions and to interpret and explain those decisions to the citizens of Lorain County in such terms as to harvest their loyal support, support which continues to grow to this day. The Lorain County Metropolitan Park District stands as a monument to the progressive and enlightened spirit of the citizens of Lorain County. That spirit finds noteworthy expression in the person, service and memory of Richard W. McGinnis.
Richard McGinnis and Otto Schoepfle developed a deep friendship through their common love of horticulture and many hours were spent walking these paths. This rose garden was designed by Mr. McGinnis as a final gift to Mr. Schoepfle and the people of Lorain County.
