The Borough of Monaca began as a tract of land known as "Appetite" given by a land grant from the Commonwealth of Pennsylvania on September 5, 1787 to Colonel Ephraim Blaine who served in the Continental Army during the Revolutionary War. In the years to follow, many land transactions ensued resulting in the gradual division of Appetite to become incorporated as Phillipsburg on March 6, 1840. Due to a conflict with a community in Pennsylvania of the same name, the name was changed on September 20, 1892 to Monaca, derived from Monacatootha (meaning "Great Arrow"), an Oneida warrior chief who was a strong friend of the English and leader of the Iroquois Confederacy.
The first pump house to provide Monaca with public water service was constructed in 1895 and served a population of 1,494. The structure seen today was completed in 1940 as a project of the Work Projects Administration (WPA) under the administration of President Franklin D. Roosevelt and houses the first pump house. The WPA was a program to put Americans to work following the Great Depresion. The stone retaining walls, bandstand and grotto were also constructed through the WPA on this site.
