Bullock Plaza. Dedicated to faith, family, and community since 1907. Henry S. Bullock, a farmer, built the Bullock Building in 1907 as Dallas Mercantile Company. In 1911. Mr. Bullock purchased the Interest of his partners and formed H.S. Bullock and Sons in 1911. He was joined by his two sons Buck and E.H. Bullock, Sr. in the dry goods and feed and seed businesses. Mr. Bullock had 8 children and was well known and respected in the community. Many referred to him as "Judge" as he served many years as the County Ordinary, handling property transfers, licensing, and officiating weddings, among other duties., Eugene H. Bullock, Sr. purchased the building from his father in 1946 with the help of his wife, Myrtice Welch. The Welch's also owned a clothing business on the square in Dallas. Mr. Bullock expanded the dry goods business into quality clothing and started the first beauty parlor in the county. E.H. Bullock, Sr. and Myrtice had three children. Mr. Bullock was an active member of the First Baptist Church, served as a deacon and was a member of the Masonic Lodge., Eugene H. Bullock, Jr. (Gene) married Zuma Holland in 1942. Zuma's father, Henry Holland, was Mayor of Dallas for many years and owned the local grocery store on the Dallas Square. Gene attended UGA and served in world war two as a Naval Aviator in the Pacific Theatre, Gene and Zuma returned to Dallas and opened an auto business in 1949. Upon E.H. Bullock Sr.'s death in 1960, Gene purchased the building from his father's estate and transitioned the business into Bullock's Department Store. Bullock's sold everything from sporting goods to TVs and appliances. Gene and Zuma worked side by side in the Bullock Building until Gene's death in 1983., Gene Bullock served the community in many capacities. As a board of Director of First National Bank, as a Sunday School teacher, Deacon of First Baptist Church, member of the volunteer Fire Department, head of the County Military Draft Board, and founder of the Dallas Flying Club. Gene and Zuma were best known as mentors to many young people who worked in the store over the years. The Bullocks closed their retail business on the square in 1986, after 76 years of serving the community. At that time, the business was inherited by Gene and Zuma's two sons, Bob and Alan Bullock., R.E. Bullock (Bob) restored the building converting it from retail to office space, and opened a branch of his insurance business, R.E. Bullock and Company, in Dallas in 1997. He was the fourth generation of Bullock owned businesses on the Square in Dallas. Bob loved reconnecting with his old friends in the Dallas community and always found time to tell many stories about growing up in Dallas and he loved coaching and investing in the lives of young people in the community. Bob passed away in 2002., R. Alan Bullock and his wife, Cindy, extensively remodeled the building in 2013, back to its classic 1900 designs. They have stayed active in the community, Cindy served the community as a teacher in the late 70's and Alan as a Founder of Community Trust Bank (now Truist) in Dallas in 1980., In 2008 Alan's company (Bullock Mannelly Partners) partnered with the Jones Family of Dallas and the Department of Natural Resources, to expand and establish the Paulding Forest Wildlife Management Area. The largest protected WMA in North Georgia 25,000+ acres., Since 2013, The Bullock Building has been home to a wide variety of uses for the Dallas Community, including the First Baptist Church's Youth Community Center, a Real Estate Office for Bullock Properties, the Campaign Headquarters Ben Bullock's run for U.S. Congress, and most recently a movie production set for Paramount Pictures. The Bullock Building is currently owned by Alan's family and two of Bob's sons, Brian and Brad Bullock., The Dallas Town Square will be known as Bullock Plaza. The Bullock family is excited to continue to serve, engage in the community, and provide support for the next phase of development and growth of Dallas and Paulding County. Dallas' leadership is setting the stage for renewal and growth. The Bullock family is proud to participate in the enrichment of Dallas, as they have been for the past 110 years., Bullock Plaza was dedicated by the City of Dallas July 15, 2023.

We are the Business Development Office and are located in the heart of downtown Dallas at 200 Main Street, a quick walk from the Dallas Theater. The office serves as a point of contact for business prospects, grant programs, business licensing, and property taxes. The office offers many programs and services to help better the downtown community and coordinate wonderful events on Main Street such as City Fest and Food Truck Fridays.
In 2021, Dallas was designated as a Georgia Main Street City by the Georgia Department of Community Affairs. This program assists Georgia cities and community in the development of their core commercial areas. These cities are also expected to work within the National Main Street Centers four point approach: Organization, Design, Economic Vitality, and Promotion.
