Regarding Dr. Manuel Gallardo. Dr. Manuel Gallardo was born in Suchitoto, El Salvador on May 6, 1826 and died on June 26, 1913. His university studies were conducted in Guatemala where he earned his bachelor's degree in medicine at the University San Carlos, in July 1859. He earned his Doctor of Medicine, at the University of Paris. He served three times as mayor of Santa Tecla, the first time in 1864, the second in 1880 and third in 1900. He was governor of the department of La Libertad, and President of the Legislative Assembly. Moreover, he founded the Santa Cecilia School, which would later become the first Salesian school in Central America. It also has the distinction of being the first in El Salvador to practice a cataract operation. Dr. Manuel Gallardo was Rector of the University of El Salvador
