The neighborhood's curving streets and attention to natural contours are unlike most of the developments in Wilmington and other cities prior to the early twentieth century. The district is also significant under criterion A for its association with the expansion of the E. I. du Pont de Nemours Company's workforce after growth of the company's business during World War I. In 1918 Du Pont purchased the tract of land that had previously been the state fairgrounds and horse track with the intent of developing a residential community for its executive staff. Du Pont planned to offer the houses for sale to the public as well, but only on a secondary basis, as the company employees were experiencing a severe housing shortage.
