Inscription. Central Street has long been the primary north-south axis in the city of Lowell. Originally laid out to provide transportation between East Chelmsford and Billerica, Central Street was converted to one of Lowell’s two major commercial streets (along with Merrimack Street) by town planners in the early 1820s. Central Street has since served as the site of many of the city's most prominent buildings and businesses.
