On March 10, 1999, this site was officially proclaimed as the Tubman-Garrett Riverfront Park by the Riverfront Development Corporation of Delaware

The Underground Railroad Memorial Plaque was originally erected in 1976 at Spencer Plaza by the Association for the Study of Afro-American Life and History
