La Villa de Bernal, fue fundada en el siglo XVII por varias familias españolas que tomaron posesión de este territorio entonces habitado por grupos chichimecas. El vocablo "bernal" es de origen vasco y significa peña o peñasco. Se dice que al llegar los españoles a esta región y ver el monolito exclamaron que era un Bernal como los que hay en el mar. En el año de 1725 se declaró Congregación de San Sebastián Bernal, la devoción a este santo surgió desde la fundación del pueblo, ya que los militares asentados traían consigo la imagen. Bernal es un paraje natural de singular belleza milenaria y un proceso cultural derivado del mestizaje de indios otomies-chichimecas y españoles que durante los siglos del virreinato mexicano se unieron para dar identidad a esta localidad.

The Villa de Bernal was founded in the seventeenth century by several Spanish families who took possession of this territory then inhabited by Chichimeca groups. The word "bernal" is of Basque origin and means rock or mountain. It is said that when the Spaniards arrived in this region and saw the monolith they exclaimed that it was a Bernal like those in the sea. In the year of 1725 it was declared Congregation of San Sebastián Bernal and the devotion to this saint arose from the foundation of the town, since the settled military brought with them the image. Bernal is a natural place of singular millenary beauty and a cultural process derived from the miscegenation of Otomies-Chichimeca Indians and Spaniards who during the centuries of the Mexican viceroyalty came together to give identity to this town.
