In 1867, women turned their attention toward efforts to gain the franchise in municipal elections. The Kansas Equal Suffrage Association led the campaign. Success in this area finally came early in 1887. In the April elections women captured several local offices. Her election was a surprise because her name had been placed on a slate of candidates as a stunt by a group of men hoping to secure a loss that would humiliate women and discourage them from participation in politics. Salter herself did not know she was on the ballot before the polls opened.
