In 1867, women turned their attention toward efforts to gain the franchise in municipal elections. The Kansas Equal Suffrage Association led the campaign. Success in this area finally came early in 1887. In the April elections women captured several local offices. They won all five seats on the Syracuse city council, and Susanna Madora Salter of Argonia was the first woman in the nation to be elected mayor.

2. Susanna Madora Salter (Wikipedia). Excerpt:
Her election was a surprise because her name had been placed on a slate of candidates as a stunt by a group of men hoping to secure a loss that would humiliate women and discourage them from participation in politics. Salter herself did not know she was on the ballot before the polls opened. When, on election day itself, she agreed to accept office if elected, the Women's Christian Temperance Union abandoned its own preferred candidate and voted for Salter en masse.

She was 27 years old when she was elected mayor of Argonia, Kansas in April, 1887. This was 32 years before women's suffrage. She is the world's first woman mayor. She served one year. She was paid $1.00. Her home in Argonia, Kansas is a historical home and shrine. She lived to be 100 years old.
