Inscription.
Spirit of Victory is a war memorial honoring the Hartford men who fought in the Spanish-American War, 1898-1902. Its creator was Evelyn Longman Batchelder, the first woman sculptor elected as a full member of the Academy of Design, who professionally was known by her maiden name.

The sculpture depicts a winged female figure on the bow of a vessel, wearing a helmet and raising a torch in her right hand. Beneath the vessel's prow is the plaque of the Spanish-American War Veterans Association with the names of the major theaters of conflict. Puerto Rico is spelled Porto Rico using the English version of the island's name as it was cited in the Treaty of Paris, which ended the Spanish-American War.
