1. Attribution of the marker
An Education Department may have erected this sign but not the State Education Department of New York as the marker implies by using this legend. NYS DofE stopped putting up markers in this style in the early 1960s. This marker is pretending to have been created and approved by NYS DofE. Also if you look top of the sign it has a map of the US and says United States.
At first glance it looks like a state-sanctioned marker, but it's not.
