Every year, the National Capital Commission (NCC) plants thousands of bulbs in tulip beds throughout Canada's Capital Region. Different varieties are selected - for colour, shape, height, texture and symbolic significance -and planted in the fall to bloom every spring. Because tulip varieties are bred and sold according to demand, the NCC chooses to plant certain symbolic varieties, such as Canadian Liberator, every year to ensure their continued existence.

Chaque année, la Commission de la capitale nationale (CCN) plante des milliers de bulbes de tulipe dans les massifs de la région de la capitale du Canada. On choisit différentes variétés pour leur couleur, leur forme, leur hauteur, leur texture et leur symbolisme. On les plante à l'automne et elles fleurissent au printemps. Les variétés de tulipe sont produites et vendues selon la demande. C'est pourquoi la CCN choisit de planter chaque année certaines variétés symboliques, comme la Canadian Liberator (le libérateur canadien), pour assurer leur pérennité.
