Chairman Gorbachev made his final preparations here before participating in the historic luncheon at Quarters 1 with President Reagan and Vice President Bush on 7 December 1988. During that time, he also composed his first communique to the U.S.S.R. following initial report of the Armenian Earthquake Disaster.

2. Statue of Liberty Centennial Plaque
On July 4, 1986, in these quarters, President and Mrs. Mitterand of France rested and dined prior to their meeting with President and Mrs. Reagan in Quarters No. 1 here on Governors Island on the occasion of the Centennial Celebration of the Statue of Liberty.

8. Time Keeping Device in Overgrown Rose Garden
Vandals have removed whatever was located on the top of the column. The dials with the zodiac rotate so one can assume it was some sort of time keeping device that could be adjusted to account for the position of the sun in the sky throughout the year.
