In commemoration of the Tricentennial Anniversary Year of German Settlement in America and the state visit of the President of the Federal Republic of Germany Karl Carstens to the United States of America in October 1983.

Underlining the friendship and the close ties between the two countries emphasizing the common values and goals which unite them in an alliance for freedom and peace.
