Stephen Moylan was born in Cork, Ireland in 1737. He worked in shipping and eventually settled in Philadelphia in 1768. When the Friendly Sons of St. Patrick was founded in Philadelphia in 1771 he was elected the first president.

He joined the Army in 1775 and Washington appointed him Muster-Master General in August 1775. In March 1776, Moylan was named secretary to Washington and on June 7th, 1776, Congress appointed him as the Second Quartermaster General. His short tenure in that post ended in September, 1776 after disastrous battles in New York during the summer of 1776.

He served with distinction at the Battle of Princeton on January 3, 1777. He commanded the 4th Regiment of Continental Light Dragoons for over 3 years, fought in several important actions and protected Washington's Army encampment at Valley Forge. In November 1783, Congress promoted Moylan as a Brevet Brigadier-General. He was known for his zeal, energy and bravery in the service of these United States.

After the war, he spent a quiet life in Philadelphia on a farm in Chester County. In 1793, Washington appointed him Commissioner of Loans in Philadelphia. He died on April 13, 1811, having lived 74 years of age.
