A Law Enforcement Specialist with the Military Police, Debra was in the first group of women to complete Airborne Training at Ft. Benning, Georgia. She was commissioned a 2nd Lieutenant at Ft. McClellan in 1975 and served as Training Officer, followed by a deployment to Heidelberg, Germany where she was an MP Platoon Leader. Promoted to 1st Lieutenant she then served in Mannheim, Germany as the Assistant Adjunct/Personnel Officer for European Customs Headquarters where she received the Army Commendation Medal for designing and implementing a Personnel Management Information System. Transferred to Ft. Knox, the then Captain Nolan was assigned Branch Chief and directed the installation of the Alcohol & Drug Abuse Education & Control Program where she received a second Army Commendation Medal for conducting major manpower surveys and analysis resulting in a new organizational structure for increased clinic efficiencies.
