Inscription. Bruce Phillips was a fixture of the Ranch Plan's development team for nearly two decades as a key contributor toward achieving Rancho Mission Viejo's vision of sustainable water management. Many of the sustainable water applications for stormwater and corresponding environmental stewardship along San Juan Creek are indebted to his ingenuity and passion. Bruce's 40-year civil engineering career was dedicated to advancing the science and sustainability of watershed management as a college instructor, mentor and leader in his field. Rancho Mission Viejo will be forever grateful for his contributions as the community continues to benefit from the natural beauty and function of the San Juan Creek watershed.
