This redevelopment site at the corner of N. Fourth and Cooper Streets was laid out as building lots in the 1770s. The photo below shows some of the residences that lined the south side of Cooper Street in the vicinity of this site.

This redevelopment site was selected in 2010 as a convenient location for graduate student housing for the Rutgers-Camden campus. The site is located in the heart of the Cooper Street Historic District, which runs along Cooper Street, from Second Street to Seventh Street. The District was added to the National Register of Historic Places on August 7, 1989.

The City of Camden arose in the eighteenth century around early ferry connections to Philadelphia. Cooper Street was one of the earliest roads in the town, leading from the east to Samuel Cooper's ferry on the west. William Cooper was one of the early settlers in Camden. His grandson, Jacob Cooper Street, which was an old bridle path and once served as Camden's northern boudnary.

Prior to redevelopment of this site for the construction of new graduate student housing at Rutgers-Camden, an extensive archaeological investigation and more extensive data-recovery effort took place that resulted in a total of 19,371 artifacts recovered.
