Inscription. The Naca' Monument is a memorial to the families of the Cheyenne River Sioux Tribe that once lived along the river. It is placed along the Missouri River above the site of the town of Old Agency, which was located on the west shore of the river just north of Highway 212. The town, established in 1869, once served as home to the Cheyenne River Sioux Tribal (CRST) Headquarters. Beginning in 1948, Oahe dam was constructed and the formation of Lake Oahe followed. The town was inundated and the people, both living and dead, were moved to new locations. The Tribal Headquarters were relocated to the town of Eagle Butte. This monument and the adjoining Old Agency Park provide access to the lake for campers, fisherman and swimmers. The area around the monument has been planted with native species that are culturally significant to the CRST Lakota peoples. Behind the monument you will find red cedars, planted to provide shade and as a windbreak. Woody species that were planted include sages, sumac, snowberry, leadplant and dwarf indigo. Several types of goldenrods, sunflowers, gay feathers, milkweeds, wild onions, purple and white prairie clovers, prairie smoke, yellow coneflower, bee balm, prairie cinquefoil, yarrow, gold aster, and blanket flower were among the many culturally significant plant species that have been planted on the flanks of

Cottonwoods, ash trees, currants, prairie roses, Indian hemp, snow-on-the-mountain, gum plant, globe mallows, Junegrass, wheatgrass, and little bluestem can also be found growing in the monument and park areas. The mission of the Flora Stewardship project is to protect and reestablish the flora that has been effected by the inundation of the Missouri River valley by Oahe Dam.
